This concept is engineered to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, and reflects the intent of Title II of the Americans with Disabilities Act and Section 508 for public-sector web content.
How this concept is built
Perceivable
Color contrast is audited to meet or exceed AA. Every meaningful image has descriptive alternative text, and nothing relies on color alone.
Operable
The entire site is keyboard-navigable with a visible focus indicator and a skip-to-content link. Motion respects the reduce-motion setting; nothing flashes.
Understandable
Plain language, consistent navigation, clearly labeled forms, and errors that explain how to fix them — targeting a 6th-grade reading level.
Robust
Semantic HTML landmarks and ARIA where needed, so assistive technology can present the page reliably across browsers and devices.
About this page: This statement describes how the concept is built. A live City site would also name a responsible ADA coordinator and a formal grievance procedure.
