How Springfield governs itself

Springfield operates under the Council-Manager form of government: residents elect a Mayor and City Council to set policy, and the Council appoints a professional City Manager to run day-to-day operations.

The structure

Mayor & City Council

Voters elect a Mayor and eight Council members to four-year, non-partisan terms. Four Council members represent geographic zones; four serve the city at large. Together they set policy, adopt the budget and pass ordinances.

City Manager

The Council appoints a City Manager as the City's chief executive — responsible for departments, the workforce and carrying out Council's policy direction with professional, non-partisan administration.

Boards & Commissions

Dozens of citizen boards — planning & zoning, parks, the Board of Public Utilities and more — give residents a direct hand in the decisions that shape the community.
